Here's a most interesting development out of Portland City Hall: Auditor LaVonne Griffin-Valade has issued a report that concludes that the city's water and sewer bureaus have been breaking state law and the city charter in the way they have been spending water and sewer revenue on items that have little or nothing to do with provision of water and sewer services.
